Section 38-15-2 Legislative findings. The Legislature finds that there is a substantial need
to protect children and youth from abuse and neglect by persons entrusted with their physical
custody, and from persons or organizations that advertise, hold themselves out, or lead others
to believe that they will provide them with health, therapeutic, rehabilitative, or disciplinary
services, and from persons employed or exercising authority over them, and who they depend
upon to provide the basic necessities of life. The Legislature further finds that abuse and
neglect often take the form of the withholding of the basic necessities of life, including
food, water, shelter, clothing, and health care through an affirmative act or omission. It
is the intent of the Legislature to implement a baseline of registration and regulation requirements
for religious, faith-based, or church nonprofit, other nonprofit, and for profit affiliated
youth residential facilities and institutions that have...

Section 32-5-222 Requirements for child passenger restraints. (a) Every person transporting
a child in a motor vehicle operated on the roadways, streets, or highways of this state, shall
provide for the protection of the child by properly using an aftermarket or integrated child
passenger restraint system meeting applicable federal motor vehicle safety standards and the
requirements of subsection (b). This section shall not be interpreted to release in part or
in whole the responsibility of an automobile manufacturer to insure the safety of children
to a level at least equivalent to existing federal safety standards for adults. In no event
shall failure to wear a child passenger restraint system be considered as contributory negligence.
The term "motor vehicle" as used in this section shall include a passenger car,
pickup truck, van (seating capacity of 10 or less), minivan, or sports utility vehicle. (b)

Section 22-10A-2 Diagnostic facilities, genetic counseling and prenatal testing for genetic
disorders at University of Alabama in Birmingham and University of South Alabama. (a) The
University of Alabama in Birmingham, through its laboratory of medical genetics, and the University
of South Alabama shall expand their respective medical genetics programs to provide diagnostic
