Section 11-71-4 Powers of authority. Any authority formed pursuant to this chapter shall have
the following powers, in addition to those stated elsewhere in this chapter: (1) To enter
into competitively bid contracts and agreements affecting the infrastructure projects of the
district. (2) To hold public meetings with proper advertisement and notice to affected and
adjacent property owners. (3) To acquire, construct, install, and operate projects and all
property, rights, or interests incidental or pertinent thereto; provided, however, that nothing
in this chapter shall authorize an authority to construct, own, or operate a system for the

Section 23-1-366 Disbursement of state appropriated funds; exception as to funds deposited
in Surplus Military Fields Fund. (a) The distributions, expenditures, withdrawals, and disbursements
of any state appropriated funds in the State Treasury to the credit of, or under the supervision
and control of, the department as specified by this article shall be only in the amounts and
for the purpose as provided in the general appropriation bill, and any and all expenses incurred
by the department in the administration of laws, rules, and regulations pertaining to aeronautics
shall be budgeted, allotted, and expended pursuant to Article 4 of Chapter 4 of Title 41.
(b) Subsection (a) shall not be construed to apply to any funds deposited into the Surplus

transporter, and owner and operator of a treatment, storage or disposal facility of hazardous
wastes shall establish and maintain such records for a three-year period, make such reports
