(a) The department, acting through the commission, is authorized to promulgate a permit program for hazardous waste management practices and, acting through the commission, to promulgate criteria for issuing permits and rules identifying procedures for obtaining permits. (b) For the purposes of this section, the following words have the following meanings unless the context clearly indicates otherwise: (1) DEPARTMENT. The Jefferson County Board of Health. (a) The commission or its staff may on its own, or on the verified complaint in writing of any person, investigate the actions and records of a licensee.
