Section 2-15-64 Equipment and facilities required for markets; promulgation of rules and regulations
by commissioner as to operation of markets generally. (a) Every livestock market operating
under this division shall have adequate and proper facilities for handling livestock, which
shall include proper pens for holding and segregating animals properly protected from the
weather; an adequate sanitary water supply; satisfactory scales, such scales to be approved
by the division of weights and measures, Department of Agriculture and Industries or its successor
in duties; concrete-floored pens for holding cattle to be tested, treated or sprayed; and
adequately constructed and designated quarantine pens for segregating and testing livestock
that might be affected with or exposed to a contagious or infectious disease. Necessary chutes

Section 22-25C-1 Operation of facilities; bond; closure cost estimates. (a) Notwithstanding
any provision of law, and except as provided in Section 22-25C-2, the Alabama Department of
Environmental Management (ADEM), prior to the issuance of a permit or prior to a modification
of an existing permit, shall require certain centralized waste treatment facilities, as defined
by federal effluent guidelines set forth at 40 CFR Part 437, when applying for or modifying
a permit for the operation of a facility that processes or treats industrial wastes, industrial
wastewater, or used material to post a performance bond or other financial assurance in an
amount sufficient to close the facility if the owner or operator ceases proper operation of
the facility, abandons the facility, or fails to properly maintain the facility to ensure

revocation; appeals. (a) No person shall operate a livestock market in the State of Alabama
without first having obtained from the commissioner, as required by this division, an annual
