Section 22-2A-3 Program and procedures; exceptions; competitive bidding. (a) The State
Health Officer may develop, maintain, and implement a program and procedures to do the following:
(1) Aggregate or negotiate the purchase of pharmaceuticals for pharmaceutical programs for
state agencies, as defined herein, or joining a multi-state pooling initiative, or both, and
(2) maximize savings, rebates, and discounts from suppliers on pharmaceutical purchases under
any pharmaceutical program enumerated in this chapter. The State Board of Health shall promulgate
rules and regulations for the purpose of implementing this chapter with the approval of the
chief executive officers of the departments and agencies administering a pharmaceutical program.
(b) Subdivision (1) of subsection (a) shall not apply to state insurance plans that provide

Section 34-1-3 State Board of Public Accountancy. (a) There is created a board of public
accountancy in and for the State of Alabama, to be known as the Alabama State Board of Public

Section 10A-20-6.07 Certificates of authority; contracts with public. Every corporation
organized under this article shall procure from the Commissioner of Insurance a certificate
of authority to do business, for which the corporation shall pay the sum of two hundred dollars
($200), and the certificates of authority shall be renewed thereafter on or before the first
day of March of each year. The corporation may then enter into contracts with the public,
subject to the restrictions contained in this article, for benefits under its health service
plan. It shall be the duty of the corporation to enter into contracts with and issue certificates

Section 16-25A-11 Employees in Teachers' Retirement System may vote to be covered by
