Section 36-26-19 Adoption, etc., of procedures for filling of unskilled, semiskilled, domestic,
etc., positions. For positions involving unskilled or semiskilled labor or domestic attendants
or custodial work, when the character or place of the work makes it impracticable to supply
the needs of the service by appointments made in accordance with the procedure prescribed
by this article, the director, subject to the rules, may adopt or authorize the use of such
other procedures as he determines to be appropriate in order to meet the needs of the service
while assuring the selection of such employees on the basis of merit and fitness. Such procedures

the merit, efficiency, and fitness of applicants for positions. Such examinations shall be

The Administrative Director of Courts may authorize one or more referee positions in any judicial
circuit on either a full-time or a part-time basis upon submission of a written request by
the presiding circuit court judge and upon consideration of funding and the number of child
support cases in the domestic relations division of the circuit court, including cases brought
pursuant to Title IV-D of the Social Security Act. Once the Administrative Director of Courts

employment in positions that are covered by this article shall file their applications with
the Civil Service Board of Calhoun County in accordance with guidelines to be established
by the board. All applications shall be on forms furnished by the board, and all applicants
