Section 16-44-1 Governor authorized to enter into compact; form of compact. The Governor of the State of Alabama is hereby authorized to enter into the compact for education in the form substantially as follows: COMPACT FOR EDUCATION Article I. Purpose and Policy. A. (a) A voter shall be required to cast a provisional ballot when: (1) The name of the individual does not appear on the official list of eligible voters for the precinct or polling place in which the individual seeks to vote, and the individual's registration cannot be verified while at the polling place by the registrar or the judge of probate. (a) Before entering into a guaranteed energy cost savings contract, a governmental unit shall submit a request for proposals. The governmental unit shall evaluate any proposal from a qualified provider and shall select the qualified provider that best meets the needs of the unit.
