Section 41-15B-2.2 Allocation of trust fund revenues. (a) For each fiscal year, beginning
October 1, 1999, contingent upon the Children First Trust Fund receiving tobacco revenues
and upon appropriation by the Legislature, an amount of up to and including two hundred twenty-five
thousand dollars ($225,000), or equivalent percentage of the total fund, shall be designated
for the administration of the fund by the council and the Commissioner of Children's Affairs.
(b) For the each fiscal year, beginning October 1, 1999, contingent upon the Children First
Trust Fund receiving tobacco revenues, the remainder of the Children First Trust Fund, in
the amounts provided for in Section 41-15B-2.1, shall be allocated as follows: (1)
Ten percent of the fund shall be allocated to the Department of Public Health for distribution
to one or more of the following: a. The Children's Health Insurance Program. b. Programs for

Section 9-8-23 Creation and incorporation of districts; increase or decrease in boundaries;
reorganization; change of name. (a) Any 25 owners of land lying within the limits of the territory
proposed to be organized into a district may file a petition with the State Soil and Water
Conservation Committee asking that a soil and water conservation district be organized to
function in the territory described in the petition. Such petition shall set forth: (1) The
proposed name of said district; (2) That there is need in the interest of the public health,
safety and welfare for a soil and water conservation district to function in the territory
described in the petition; (3) A description of the territory proposed to be organized as

Section 16-16A-7 Additional findings; bonds authorized; procedures. (a) The Legislature
finds that the number of students attending the several school systems located in those areas
of North Alabama that will be directly impacted by the 2005 BRAC and Subsequent BRAC Actions
will collectively increase by an estimated 9,000 students. As a result, there will be a need
for the construction of additional school facilities as well as the renovation of existing
school facilities. The Legislature also finds that the 2005 BRAC and Subsequent BRAC Actions
will have a positive impact on future receipts to the Education Trust Fund, as the significant
population growth in North Alabama will increase sales, income, and other tax collections.

Section 16-1-44.1 School security personnel and school resource officers. (a) As used
in this section, the following terms have the following meanings: (1) RETIRED LAW ENFORCEMENT
OFFICER. A person who was a law enforcement officer and retired in good standing from a federal,
state, or local law enforcement agency with at least 20 years of law enforcement experience.
(2) SCHOOL RESOURCE OFFICER. A person who is certified by the Alabama Peace Officers' Standards
and Training Commission as a law enforcement officer, whose certification is in good standing,

Section 33-5A-2 Removal. (a) A law enforcement officer may request a service to remove
a vessel from public property under any of the following circumstances: (1) The vessel is
determined by the officer to be abandoned. (2) The vessel is left unattended because the operator
of the vessel has been arrested. (3) The vessel is determined by the officer to pose a threat
to public health or safety. (4) The vessel is determined by the officer to be a derelict vessel.

Section 41-27-4 Public Safety Fund. (a) There is hereby created the Public Safety Fund
in the State Treasury. The fund consists of all monies appropriated for support of the functions
of the Secretary of the Alabama State Law Enforcement Agency, Department of Public Safety,
