The contributions, interest, and penalties required to be paid under this chapter shall be
a first and prior lien upon all property and rights to property, real or personal,

shall execute and record a statement of authority to transfer an estate or interest in real

actual notice or knowledge to the contrary, the indebtedness secured by any recorded mortgage,
