Section 9-16-129 Property subject to lien; statement by director; amount; priority. (a) Within
six months after the completion of projects to restore, reclaim, abate, control or prevent
adverse effects of past coal mining practices on privately owned land, the director shall
itemize the moneys so expended and may file a statement thereof in the probate judge's office
of the county in which the land lies together with a notarized appraisal by a qualified independent
appraiser of the value of the land before the restoration, reclamation, abatement, control
or prevention of adverse effects of past coal mining practices if the moneys so expended shall
result in a significant increase in property value. Such statement shall constitute a lien

Section 8-29-4 Withholding application and certification for payment; withholding payment;
notice. (a) Nothing in this chapter shall prevent the owner, contractor, or subcontractor
from withholding application and certification for payment for any of the following reasons
if there is a bona fide dispute over one or more of the following: (1) Unsatisfactory job

Section 35-11-110 Lien declared. Any blacksmith, woodworkman, or other mechanic who contributes
his labor and material, or either, to the production, manufacture, or repair of any vehicle,
implement, machine, or article of any kind, shall have a lien thereon in the hands of any
person for whom such vehicle, implement, machine, or article was made or repaired, or to whom
sold, and in the hands of any purchaser with notice of such lien, for the agreed price, or
the value if no price was agreed upon, of the labor and material, or either, contributed to
