Section 34-11-35.1 Legislative findings; rulemaking authority. (a) In addition to the powers provided to the board by Section 34-11-35, the Legislature finds and declares all of the following: (1) The power to adopt rules regulating the practice of engineering and land surveying in the state includes the power to prohibit unlicensed persons from practicing engineering or land surveying and the power to regulate how licensed persons practice. (2) The primary goal of the provision of engineering and land surveying in the state is to prioritize health, life, safety, welfare, and property. (3) The board is in the best position to determine the engineering and land surveying practices that prioritize health, life, safety, welfare, and property. (4) Prioritizing health, life, safety, welfare, and property may sometimes be at odds with the goals of state and federal antitrust laws which include prioritizing competition and efficiency. Section 34-21A-3 Alabama Onsite Wastewater Board. (a) There is established the Alabama Onsite Wastewater Board. The board shall consist of nine members who shall, at the time of appointment and during the entire time for which appointed, be residents and citizens of Alabama. Section 16-6F-7 Applicant proposals; conversion to public charter school; terms of charters; contracts. (a) Request for proposals. (1) To solicit, encourage, and guide the development of quality public charter school applications, every local school board, in its role as public charter school authorizer, shall issue and broadly publicize a request for proposals for public charter school applications by July 17, 2015, and by November 1 in each subsequent year. Section 36-26-18 Extraordinary appointments. (a) Extraordinary appointments include temporary appointments, emergency appointments, exceptional appointments and provisional appointments.
