Section 22-51-12 Control of facilities and programs. Nothing in this chapter shall be construed
to mean that the facilities and programs provided for in this chapter are to be under the
direction or control of any person other than the board of directors appointed by the governing
bodies, as provided in Section 22-51-8, as long as said board of directors complies with the
minimum standards of construction, maintenance and operation adopted by the State Board of
Health and the minimum standards and criteria established by the Alabama Department of Mental

Section 34-27C-3 Powers of the board. (a) The board shall have the following powers: (1) In

laws of this state which are reasonable, proper, and necessary to carry out the functions

Section 36-29-6 Authorization and execution of contracts; documentation of benefits. (a) The
board is hereby authorized to execute a contract or contracts to provide the plan determined
in accordance with the provisions of this chapter. Such contract or contracts may be executed
