Section 11-85-104 Members; officers; quorum; vacancies; salaries; record of proceedings. (a) The applicants named in the application and their respective successors in office shall constitute the members of the authority. The Governor, or his or her designee, shall be the president of the authority; the Finance Director shall be the vice-president thereof; and the President of the Alabama Association of Regional Councils, or his or her designee shall be the secretary thereof. The State Treasurer shall be the treasurer of the authority, shall act as custodian of its funds until the allocations are disbursed to the several regional planning commissions pursuant to Section 11-85-109, and shall pay the principal and the interest on the bonds of the authority out of the funds provided for in this article. (a) Any active member of the Alabama National Guard shall be entitled to the tuition benefits provided by this article upon his or her enrollment in a degree or certificate program in any community or technical college that is under the authority of the Alabama Community College System Board of Trustees, or enrollment in pursuit of his or her first undergraduate degree in any public baccalaureate-awarding college or university within the state.
