Section 16-13B-2 Exceptions to competitive bidding requirements. (a) Competitive bids shall not be required for utility services for county or city boards of education, the rates for which are fixed by law, regulation, or ordinance, and the competitive bidding requirements of this chapter shall not apply to: (1) The purchase of insurance. Section 22-30E-4 Authority of the department to establish rules and regulations. (a) The department, acting through the commission, may adopt, promulgate, modify, amend, and repeal rules and regulations to implement and enforce this chapter as necessary to provide for the voluntary assessment, cleanup, reuse, and redevelopment of qualifying properties. (a) This section and Section 41-22-5.2 shall be known and may be cited as "The Red Tape Reduction Act."
