Section 34-24-523 Designation of state of principal license. (a) A physician shall designate
a member state as the state of principal license for purposes of registration for expedited
licensure through the compact if the physician possesses a full and unrestricted license to
practice medicine in that state, and the state is: (1) The state of primary residence for
the physician; or (2) The state where at least 25 percent of the practice of medicine occurs;
or (3) The location of the physician's employer; or (4) If no state qualifies under subdivision
(1), subdivision (2), or subdivision (3), the state designated as state of residence for purpose
of federal income tax. (b) A physician may redesignate a member state as state of principal
license at any time, as long as the state meets the requirements in subsection (a). (c) The
interstate commission is authorized to develop rules to facilitate redesignation of another

Section 34-27-62 Enforcement and implementation of article; acts constituting misdemeanors;

entities. (a) As used in this section, the following words have the following meanings: (1)
BOARD. A state board, commission, committee, task force, or similar multi-member entity created

Section 37-4-83 Powers of commission - Promulgation of rules; requiring records; inspections.
In order to determine whether or not each such pipeline system is operating in compliance
with the required safety standards and to enforce such compliance, the Alabama Public Service
Commission shall have the right, power and authority to promulgate reasonable rules and regulations
to facilitate such purposes. It may require each such pipeline system to make, maintain and
file such books, papers, records and documents as the commission may deem necessary, which
books, papers, records and documents shall be made available to members of the commission
and their employees upon request. Authorized personnel of the commission shall be authorized
to inspect all such pipeline systems, facilities and equipment and shall have the right of
