Section 16-13-311 Construction with other laws. Insofar as the provisions of this article may
be in conflict or inconsistent with any provisions of any other law concerning actions authorized
by this article, the provisions of this article shall control and govern, any other provision
of law to the contrary notwithstanding. Subject to the foregoing, this article does and shall
be construed to provide an additional and alternative method for the doing of the things authorized

Section 2-27-57 Rules and regulations - Generally. The commissioner, with the approval of the
board, is hereby authorized to promulgate such rules and regulations as are reasonable and
necessary to carry out the evident intent and purpose of the provisions and requirements of
