Section 34-8-20 Creation; composition; appointment and removal of members. In order to safeguard
life, health, and property and to promote the general public welfare by requiring that only
properly qualified persons be permitted to engage in general contracting, there shall be a
State Licensing Board for General Contractors, consisting of five members, who shall be citizens
of this state and appointed by the Governor. Each of the members shall be a general contractor,
within the meaning of this chapter, with at least 10 years' experience in the field as a contractor.

Section 39-7-14 Board of trustees of authority - Composition; appointment, removal and terms
of office of members; vacancies. (a) Each improvement authority shall have a board of trustees
consisting of not more than five members that are qualified electors residing in the area
serviced by the authority. (b) When the authority is composed of an incorporated city or town,
the trustees shall be appointed by the governing body of the city or town. When the authority
is composed in whole or in part of the inhabitants of an unincorporated area, the governing
body of the county in which the area is composed appoints the trustees. In the event the unincorporated

(a) The authority shall be governed by a board of directors, constituted as provided for in
this section. All powers of the authority shall be exercised by the board or pursuant to its
