is levied on the owner of each dwelling and commercial building located in Coffee County a
fire protection and emergency medical service fee of thirty dollars ($30) per year for each
dwelling and commercial building. (b) For the purposes of this article, a dwelling shall be
defined as any building, structure, or other improvement to real property used or expected
to be used as a dwelling or residence for one or more human beings including, but not limited
to: (1) Any building, structure, or improvement assessed, for the purposes of state and county

Section 34-8-7 Exemptions from chapter; subcontractor requirements. (a) The following shall
be exempted from this chapter: (1) The practice of general contracting, as defined in Section
34-8-1, by an authorized representative or representatives of the United States Government,

The Legislature finds that there is a shortage of individuals skilled in trades relating to
the residential construction industry in Madison County, including municipalities that are
located wholly or partially within the county and that, as authorized under Amendment 772
to the Constitution of Alabama of 1901, now appearing as Section 94.01 of the Official Recompilation
of the Constitution of Alabama of 1901, as amended, the county and municipalities of the county
