Section 37-13-20 Exemption from contracting and purchasing laws and from certain Public
Service Commission jurisdiction. Authorities organized pursuant to this chapter shall be exempt
from (a) all laws relating to the advertising and award of construction contracts and purchase
contracts made by or in behalf of the state and its departments and by or in behalf of local
governmental authorities in the state (not including, however, laws relating to surety bond
requirements for such contracts), and (b) from all jurisdiction of and all regulation and

Section 45-14-233 Law enforcement authority of community corrections director and employees.
(a) The Director of the Clay County Community Corrections Program and employees of the program
shall constitute law enforcement officers of the State of Alabama with authority to make arrests
and serve arrest and search warrants in the performance of their official duties to the same
extent as deputy sheriffs are authorized and empowered in the counties, so long as he or she
holds a current certification from the Alabama Peace Officers' Standards and Training Commission.

the Sheriff's Department of Marengo County shall include no less than five deputies and one
chief deputy; and any increase in deputy personnel shall be approved by the Marengo County
