Section 31-13-28 Voter registration eligibility and requirements. (a) Applications for voter registration shall contain voter eligibility requirements and such information as is necessary to prevent duplicative voter registrations and enable the county board of registrars to assess the eligibility of the applicant and to administer voter registration, identify the applicant and to determine the qualifications of the applicant as an elector and the facts authorizing such person to be registered. Applications shall contain a statement that the applicant shall be required to provide qualifying identification when voting. (b) The Secretary of State shall create a process for the county board of registrars to check to indicate whether an applicant has provided with the application the information necessary to assess the eligibility of the applicant, including the applicant's United States citizenship. Section 32-7C-1 Definitions. For the purposes of this chapter, the following terms shall have the following meanings: (1) DIGITAL NETWORK. Any online-enabled application, software, website, or system offered or utilized by a TNC that enables the prearrangement of a ride with a TNC driver. (2) PERSONAL VEHICLE. Section 32-7C-30 Zero tolerance intoxicating substance policy; violations. (a) A TNC shall establish and enforce a zero tolerance intoxicating substance policy for TNC drivers that prohibits any amount of intoxication of the driver while providing transportation network services. (b) The TNC shall include on its website a notice concerning the TNC's zero tolerance intoxicating substance policy and the means to make a complaint about a suspected violation of the policy. (c) Upon receipt of a rider complaint alleging a violation of the zero tolerance intoxicating substance policy, the TNC shall immediately suspend the TNC driver's access to the TNC's digital network and conduct an investigation into the reported incident. (a) The failure of a TNC to comply with this article or rule adopted pursuant to this article or a commission order issued pursuant to this article may result in the revocation of the TNC's permit by the commission or the assessment of a civil penalty, or both, in accordance with procedures established by the commission.
