Section 11-73-4 Operation of low-speed vehicles on roads and streets of Class 2 municipalities - Conditions. A low-speed vehicle may only be operated on any public roads or streets under the following conditions: (1) The vehicle may not be operated on a public road or street by any person other than a licensed driver. (2) The vehicle may be operated only during the hours between sunrise and sunset, unless the municipality has determined that a low-speed vehicle may be operated between sunset and sunrise and the vehicle is equipped with headlights, brake lights, turn signals, and a windshield. (3) The vehicle is certified as meeting all federal and state laws, rules, and regulations governing safety, emissions, and antitheft standards, including the safety standards provided in 49 C.F.R. Section 32-10-13 Accident response service. (a) As used in this section, the following terms shall have the following meanings: (1) ACCIDENT RESPONSE SERVICE FEE. Section 32-12A-3 Application for registration; fees; registered agents. (a) An application for registration or continued registration shall be made to the Secretary of the Alabama State Law Enforcement Agency or an authorized agent of the agency in a form prescribed by the secretary. The form shall state the name and address of every owner of the vehicle.
