Section 31-9-2 Findings and declarations of necessity; purpose of article and public
policy. (a) Because of the existing and increasing possibility of the occurrence of disasters
or emergencies of unprecedented size and destructiveness resulting from enemy attack, sabotage,
or other hostile action, or from fire, flood, earthquake, or other natural causes, and in
order to insure that preparations of this state will be adequate to deal with such disasters
or emergencies, and generally to provide for the common defense and to protect the public
peace, health, and safety, and to preserve the lives and property of the people of the state,

Section 29-6-7 Powers and duties of Legislative Council. (a) In addition to the powers
otherwise provided in this chapter, the Legislative Council shall: (1) Approve budget requests,
provide accounting services, make purchases, and provide mail distribution, property inventory,

Section 22-35-4 Alabama Underground and Aboveground Storage Tank Trust Fund. There is
hereby created the Alabama Underground and Aboveground Storage Tank Trust Fund, hereinafter
referred to as the "fund," to be administered by the Secretary-Treasurer of the
Retirement Systems of Alabama. The fund shall be used by the department as a revolving fund
for carrying out the purposes of this chapter. The fund is not an insurance company and the
laws relating to the conduct of business in this state by an insurance company do not apply
to the fund. A decision that underground or aboveground storage tanks are ineligible for benefits
under the fund does not expose the fund, the director, department, or commission to a claim

For the purposes of this section, the following words have the following meanings:

Interstate Compact. The Emergency Medical Services Personnel Licensure Interstate Compact
is hereby enacted into law and entered into with all other jurisdictions legally joining therein
in form substantially as follows: SECTION 1. PURPOSE In order to protect the public
through verification of competency and ensure accountability for patient care related activities
all states license emergency medical services (EMS) personnel, such as emergency medical technicians
(EMTs), advanced EMTs and paramedics. This Compact is intended to facilitate the day to day
movement of EMS personnel across state boundaries in the performance of their EMS duties as

Section 22-35-5 Fee; withdrawals; disposition of funds; liability for clean-up costs;
audit. (a) Every owner of an underground or aboveground storage tank as defined in this chapter
shall pay an Underground and Aboveground Storage Tank Trust Fund fee as established by the
provisions of this chapter to be paid to the department. During the first year next following
October 1, 1988, the amount of the annual Underground and Aboveground Storage Tank Trust Fund
fee shall be one hundred dollars ($100). Thereafter, the commission, upon recommendation of

Section 40-23-35 Disposition of revenues from tax. (a) Such amount of money as shall
be appropriated for each fiscal year by the Legislature to the Department of Revenue with
which to pay the salaries, the cost of operation and management of the department shall be
