Section 31-9-101 Oversight authority of Alabama Emergency Management Agency; random inspections.
The Alabama Emergency Management Agency shall have oversight authority on all storm shelters,
both community and residential. The Alabama Emergency Management Agency may adopt administrative
rules to carry out the intent of this article and to ensure that all prefabricated storm shelters
funded in whole or in part by state or federal funds or eligible for reimbursement from the
state or federal funds meet appropriate standards and guidelines prior to any payment or reimbursement
from state or federal funds. In regards to residential storm shelters with capacity of not
more than 16 people, the Alabama Emergency Management Agency shall perform random inspections
of the manufacturers of those residential storm shelters and the installation of those residential
storm shelters. There shall be no additional cost to the manufacturer or consumer for these

Section 31-9-100 Applicability of Title 24 to certain prefabricated storm shelters; surety
bond. (a) Title 24 shall not apply to prefabricated storm shelters not equipped with electrical,
plumbing, heating, or utility service lines, and which meet all of the following: (1) Is a

Section 31-9-62 Salary supplement; allocation of federal funds. (a) Each state-recognized local
emergency management agency that employs and retains a local emergency management director
who completes the requirements to be a certified local emergency management director and is
so designated by the Director of the Alabama Emergency Management Agency shall receive an
annual salary supplement from the Alabama Emergency Management Agency in an amount necessary
to provide the local director with a total salary of forty thousand dollars ($40,000) per
