Section 31-5-13 Offices of department, State Service Commissioner, etc. The Department
of Veterans' Affairs and State Service Commissioner shall maintain offices in the capital
city of the state. In each city of the state wherein the United States Veterans' Administration
maintains a regional or branch office, the State Service Commissioner, under authority of

Section 31-6-10 Application for benefits; determination and certification of eligibility.
All applications for benefits accruing under this chapter must be made to the State Department
of Veterans' Affairs. The State Service Commissioner, or any official of the department designated
by him, is hereby charged with the responsibility and duty of determining the eligibility
