Section 36-18-53 Advisory board to develop and recommend list of priorities and criteria for
disbursement of monies; use of funds. The Alabama Chemical Testing Training and Equipment
Advisory Board shall develop, and if appropriate, periodically revise, a recommended list
of priorities and criteria for disbursement of monies in the Alabama Chemical Testing Training
and Equipment Trust Fund. The advisory board shall provide its recommendations for disbursement,
on an annual basis, to the Governor, Lieutenant Governor, Attorney General, Speaker of the
House, Director of the Department of Forensic Sciences, Director of the Department of Public

(a) To ensure that public school students are able to read at or above grade level by the
end of third grade, each local education agency shall offer a comprehensive core reading program
to all students based on the science of reading which develops foundational reading skills.
In addition, no school district may use any curriculum for public K-3 students that does not
have instructional time included. (b) Based on the results of the reading assessment in Section
16-6G-3, each K-3 student who exhibits a reading deficiency, or the characteristics of dyslexia,

Section 27-31E-2 Strengthen Alabama Homes Program; grants, funding. (a) There is established
within the Department of Insurance, the Strengthen Alabama Homes Program. (b) There is established
the Strengthen Alabama Homes Fund within the State Treasury for the use of the department
to administer the program. (c) This chapter does not create an entitlement for property owners
or obligate the state in any way to fund the inspection or retrofitting of residential property

taxpayer desiring to contribute to any of the programs listed in subsection (b) may designate

Section 41-23-213 Grant program; rulemaking authority; Alabama Broadband Accessibility Fund.
(a) The Director of ADECA may establish and administer the broadband accessibility grant program
for the purpose of promoting the deployment and adoption of broadband Internet access services
to unserved areas. By June 26, 2018, the director shall adopt rules and policies to administer
the program and begin to accept applications for grants, and shall adopt such rules as may
be necessary to meet the future needs of the grant program. (b) The program shall be administered
pursuant to policies developed by ADECA in compliance with this article. The policies shall
provide for the awarding of grants to non-governmental entities that are cooperatives, corporations,
