Section 16-26B-5 Board of trustees - Powers, duties, functions. The school board may: (1) Accept donations, bequests, or other forms of financial assistance for educational purposes from any public or private sector persons or agencies and comply with rules and regulations governing grants from the federal government or from any other person or agency, which are not in contravention of the Constitution of Alabama of 1901 and laws. (2) Purchase land and equipment and make improvements to land and facilities necessary for the use of the school, in accordance with applicable law. (3) Lease land or other property belonging to it or to the school. In order to exercise its powers under this chapter, a public entity shall take the following steps: (1) The local governing body shall hold a public hearing at which all interested parties are afforded a reasonable opportunity to express their views on the concept of tax increment financing, on the proposed creation of a tax increment district and its proposed boundaries, and its benefits to the public entity.
