Section 28-3-1 Definitions. As used in this title, the following words shall have the following
meanings unless the context clearly indicates otherwise: (1) ALCOHOLIC BEVERAGES. Any alcoholic,

county in the State of Alabama having, according to the last or any future federal census,
a population in excess of 300,000 inhabitants and less than 600,000 inhabitants may, notwithstanding

application to the building inspector or such other authority of any incorporated city, town,
village, or county in Alabama charged with the duty of issuing building or other permits for
