Section 10A-3-2.31 Bylaws. The initial bylaws of a nonprofit corporation shall be adopted by
its board of directors. The power to alter, amend or repeal the bylaws or adopt new bylaws
shall be vested in the board of directors, unless otherwise provided in the governing documents
of the nonprofit corporation. The bylaws may contain any provisions for the regulation and
management of the affairs of a corporation not inconsistent with law or the certificate of

Section 41-22-5 Notice of intent to adopt, amend, or repeal rules; adoption of emergency rules;
procedural requirements; proceedings to contest rules. (a) Prior to the adoption, amendment,

Section 25-2-18 Board of appeals - Promulgation, amendment, etc., of rules and regulations
- Effective date; publication, etc. All rules and regulations and all amendments and repeals
thereof by the board of appeals shall, unless otherwise prescribed by the board of appeals,
take effect 30 days after the first publication thereof and after a certified copy thereof

Section 9-14C-7 Designation as state agency; rules and regulations; law enforcement officers.
(a) The commission shall be a state agency and shall have exclusive control over the Red Mountain
Greenway and Recreational Area and the area appurtenant thereto, all improvements and exhibits
located thereon, and any additions constructed, created, leased, acquired, or erected in connection
