Section 16-60-111.4 Powers of Board of Trustees. (a) The board shall be authorized to: (1) Make rules and regulations for the government of community and technical colleges. (2) Prescribe for the community and technical colleges the courses of study to be offered and the conditions for granting certificates, diplomas, and degrees. (3) Appoint or terminate the employment of the presidents of the community and technical colleges. (4) Direct the expenditure of legislative appropriations of community and technical colleges including, but not limited to, the allocation of the annual legislative appropriation, as the board determines is in the best interests of the Alabama Community College System. Section 26-23C-2 Legislative findings. (a) The Legislature of the State of Alabama finds all of the following: (1) Under the Patient Protection and Affordable Care Act, P.L. 111-148, federal tax dollars, via affordability credits, subsidies provided to individuals between 150-400 percent of the federal poverty level, are routed to exchange participating health insurance plans, including plans that provide coverage for abortions. (2) Federal funding of insurance plans that provide abortions is an unprecedented change in federal abortion funding policy. The Hyde Amendment, as passed each year in the Labor Health and Human Services Appropriations bill, and the Federal Employee Health Benefits Program, FEHBP, prohibit federal funds from subsidizing health insurance plans that provide abortions. Section 27-1-22 Uniform prescription drug information card or technology. (a) Every health benefit plan that provides coverage for prescription drugs or devices, or administers a plan, including, but not limited to, third party administrators for self-insured plans and state administered plans, excluding the Alabama Medicaid Program, shall issue to its insureds a card or other technology containing prescription drug information.
