Section 27-31B-11 Grounds and procedures for suspension or revocation of license. (a)
The license of a captive insurance company to do an insurance business in this state may be
suspended or revoked by the commissioner for any of the following reasons: (1) Insolvency

Section 27-29-6 Registered insurers - Examination of records, etc., of insurer or affiliates.
(a) Subject to the limitation contained in this section and in addition to the powers
which the commissioner has under Sections 27-2-7, 27-2-21, 27-2-23, and 27-2-26, relating

only from an order on hearing, or as to a matter on which the commissioner has refused or
failed to hold a hearing after demand therefor under Section 27-2-28 or as to a matter

Section 40-2B-2 Alabama Tax Tribunal. (a) Statement of Purpose. To increase public confidence
in the fairness of the state tax system, the state shall provide an independent agency with
tax expertise to resolve disputes between the Department of Revenue and taxpayers, prior to
requiring the payment of the amounts in issue or the posting of a bond, but after the taxpayer
has had a full opportunity to attempt settlement with the Department of Revenue based, among
other things, on the hazards of litigation. By establishing an independent Alabama Tax Tribunal
within the executive branch of government, this chapter provides taxpayers with a means of
resolving controversies that insures both the appearance and the reality of due process and

Section 27-25-4.1 Title agent qualifications. (a) The commissioner may contract with
non-governmental entities, including NAIC, to perform any ministerial functions, including
