Section 27-2-28 Hearings - Power to hold. (a) The commissioner may hold hearings for any purpose within the scope of this title deemed by him to be necessary. (b) The commissioner shall hold a hearing if required by any provision, or upon written demand therefor by a person aggrieved by any act, threatened act or failure of the commissioner to act or by any report, rule, regulation, or order of the commissioner, other than an order for the holding of a hearing or an order on hearing or pursuant thereto. Any such demand shall specify the grounds to be relied upon as a basis for the relief to be demanded at the hearing, and unless postponed by mutual consent, the hearing shall be held within 30 days after receipt by the commissioner of demand therefor. (c) Pending such hearing and decision thereon, the commissioner may suspend or postpone the effective date of his previous action. For any violation by any bar pilot of any of the provisions of this chapter, or any of the rules established by the commission under the authority conferred upon the commission by this chapter, or under any authority which may be hereafter conferred upon the commission, the commission may suspend or revoke the license or branch of a bar pilot so violating the law or rules of the commission. Section 27-11-1 Purpose of chapter; short title. The Legislature declares its concern that insurers not licensed to transact the business of insurance in this state are soliciting the sale of insurance and selling insurance to residents of this state, thus presenting the commissioner with the problem of resorting to courts of foreign jurisdictions for the purposes of enforcing the insurance laws of this state for the protection of its residents.
