Section 27-2-5 Commissioner of Insurance - Official seal. (a) The commissioner shall have an
official seal as heretofore provided him by the State of Alabama. (b) All certificates executed
by the commissioner, other than licenses of agents, brokers, solicitors, adjusters, and similar
licenses, shall bear his seal. (c) Every such certificate so executed and sealed under the
authority conferred upon the commissioner by law may be recorded in the proper recording office
in this state in the same manner and with the same effect as a deed regularly acknowledged
or proven. (d) Every certificate and other document or paper executed by the commissioner

Section 35-4-26 Acknowledgment - Officers authorized to take outside Alabama; validity; certification.
(a) Acknowledgments, proofs of conveyances, and affidavits may be taken within the United
States and beyond the State of Alabama, by judges and clerks of any federal court, judges
and clerks of any state court of record in any state, notaries public, commissioners appointed
by the Governor of this state, the commissioner of deeds for the state wherein the acknowledgment

Multi-State Compliance Compact Act is enacted into law and entered into with all jurisdictions

law of this state to the contrary, any person may apply to the commissioner for and obtain
a certificate of authority to establish and operate a health maintenance organization in compliance
