to the petitioner's adoption or relinquishment for adoption to the Department of Human Resources

Section 30-3-172 Request for hearing; purpose of hearing; notification of decision;
appeal; suspension of license. (a) Upon receipt of a request for a hearing, the department
shall schedule a hearing for the purpose of determining if withholding, restricted use, or
suspension of the obligor's license is appropriate. The department shall stay withholding,

may now or hereafter have a population of 300,000 inhabitants or more, according to the last
or any subsequent federal census and which may now or hereafter have in force and effect a

Section 34-14A-15 Recovery fund. (a) The board may establish a Homeowners' Recovery
Fund for the purpose of consumer protection, consumer education, and consumer awareness. An
aggrieved homeowner may recover actual economic damages, not including interest and court
costs, sustained within the state as the direct result of conduct of a licensee in violation
of this chapter or the rules of the board from the Homeowners' Recovery Fund. Any payments
from the Homeowners' Recovery Fund shall be subject to the following limitations and conditions:
(1) The Homeowners' Recovery Fund shall make payments only to homeowners who file a complaint
with the board pursuant to the requirements of subsection (b) of Section 34-14A-8.

Section 34-40-11 Hearing upon application or filing of charges; procedure; appeal. (a)
Any person whose application for a license is denied is entitled to a hearing before the board
if the person submits a written request to the board. Proceedings for revocation or suspension
of a license shall be commenced by filing charges with the board in writing and under oath.
The charges may be made by any person or persons. The secretary shall fix a time and place
for a hearing and shall cause a written copy of the charges or reason for denial of a license,
together with a notice of the time and place fixed for hearing to be served on the applicant
requesting the hearing or the licensee against whom the charges have been filed at least 20
days prior to the date set for the hearing. Service of charges and notice of hearing may be
