Section 32-7A-3 Powers and duties of department. (a) The department shall administer and enforce
the provisions of this chapter and shall make such reasonable rules and regulations concerning
any matter administered in this chapter and shall provide for hearings upon the request of
persons aggrieved by orders or acts of the department under the provisions of this chapter.
(b) The department may prescribe and provide suitable notices and forms necessary to carry
out the provisions of this chapter. (c) The department: (1) May make necessary investigations
to procure information required to carry out the provisions of this chapter. (2) Shall suspend

Section 5-25-3 Persons excluded. The following persons are not subject to the provisions of
this chapter: (1) Any depository institution as defined in Section 3 of the Federal Deposit
Insurance Act, any subsidiary institution that is owned and controlled by a depository institution,

Section 44-1-22 Employees of department. The employees of the department of youth services
shall be governed by the personnel merit system rules and regulations of the state personnel
department. Employees of institutions and agencies which are transferred to the department

Section 25-4-110 Powers and duties of secretary as to administration of chapter generally.
It shall be the duty of the secretary to administer this chapter. He shall have power and
authority to adopt, amend, or rescind such lawful rules and regulations, to employ such persons,

Section 16-25-7 Certain persons employed by Alabama High School Athletic Association. (a) All
persons now employed on a full-time basis in an administrative or clerical capacity by the
Alabama High School Athletic Association may become members of the Teachers' Retirement System
of Alabama within 90 days after October 1, 1967, subject to such rules and regulations as
may be promulgated by the Board of Control of the Teachers' Retirement System of Alabama.
Any person hereafter employed in an administrative or clerical capacity by the Alabama High
