follows: improving the efficiency, cost effectiveness and performance of all branches of government
can only be achieved with proper oversight, accountability, and transparency in government
decision making and processes for service delivery; a long-range program of highway development
and maintenance in Alabama (herein "the state") is vital to the safety of the traveling
public as well as the industrial and agricultural growth of the state; the highway system

Section 9-8-21 Legislative findings; declaration of policy. (a) It is hereby declared as a
matter of legislative determination: (1) That the farm, forest and grazing lands of the State
of Alabama are among the basic assets of the state and that the preservation of these lands
is necessary to protect and promote the health, safety and general welfare of its people;
(2) That improper land-use practices have caused and have contributed to, and are now causing
and contributing to, a progressively more serious erosion of the farm, forest and grazing
lands of this state by wind and water; (3) That the consequences of such soil erosion are

Section 17-4-60 Implementation of federal acts. (a) The Secretary of State shall be the primary
state official for federal contact for the implementation of the National Voter Registration
Act of 1993 and the Help America Vote Act of 2002. (b) The State Department of Public Safety
shall integrate voter registration into driver's license application and renewal or updating
procedures and shall coordinate its driver's license database with the state voter registration
list and the Social Security Administration's database in accordance with the Help America

Section 16-25-13.3 Purchase of credit for prior service in particular nursing program at Walker
College. (a) Any active and contributing member of the Teachers' Retirement System may claim
and purchase credit in the system not to exceed seven years for prior service as a director
of nursing in a nursing program at Walker College between January 1, 1981, and December 31,
1987, while the program was conducted jointly at the time between Walker College and Walker
State Technical College. The certification of prior service claimed under this section shall
conform to applicable administrative rules and procedures of the Teachers' Retirement System.
Members shall receive credit for the prior service when they remit to the system the contributions
required by subsection (b). No member shall receive credit for any service that the member
is already credited within the system or any other public retirement plan, with the exception

Section 12-23A-9 Functions of Administrative Office of Courts. (a) The Administrative Office
of Courts, hereinafter AOC, shall assist in the planning, implementation, and development
of drug courts statewide. AOC shall make recommendations to the Alabama Supreme Court and

Section 16-6B-1 Student achievement. (a) The Legislature finds that the people of Alabama desire
two basic things from their public schools: (1) High achievement for students. (2) A safe
and orderly environment in which to learn. (b) The Legislature encourages the State Board
of Education to assist local boards of education in the development of a strong disciplinary
policy and directs the State Board of Education to develop a program to closely monitor student

Section 34-14A-20 Alabama Construction Trade Academy Fund; Alabama Construction Trade Advisory
Council; applications for funding; program guidelines. (a) The Alabama Construction Trade
Academy Fund is established in the State Treasury. The fund shall be comprised of federal,
state, and private funding through direct budgetary funding and grants for the expansion of
