Section 11-92C-3 Filing of application; authorization of incorporation by governing body of
an authorizing subdivision. (a) An authority may be organized pursuant to this chapter. In
order to incorporate a public corporation, any number of natural persons, not less than three,
who are duly qualified electors of the authorizing subdivision, shall first file a written
application with the governing body of the authorizing subdivision, which shall contain all
of the following: (1) A statement that the applicants propose to incorporate the authority
pursuant to this chapter. (2) A statement of the proposed location of the principal office
of the authority, which shall be within the corporate limits of a municipality or geographical

Section 32-5A-191.4 Ignition interlock devices. (a) As used in Section 32-5A-191, the term,
"ignition interlock device" means a constant monitoring device that prevents a motor
vehicle from being started at any time without first determining the equivalent blood alcohol
level of the operator through the taking of a breath sample for testing. The system shall
be calibrated so that the motor vehicle may not be started if the blood alcohol level of the
operator, as measured by the test, reaches a blood alcohol concentration level of 0.02. (b)
The ignition interlock device shall be installed, calibrated, and monitored directly by trained
technicians who shall train the offender for whom the device is being installed in the proper

Section 34-11-36 Receipts and disbursements. The executive director of the board shall receive
and account for all money derived under this chapter. All funds collected shall be deposited
with the State Treasurer. With the exception of the civil penalties deposited in the General
