Administrative Office of Courts shall establish criteria to determine eligibility of court
referral programs to receive payment from the Court Referral Officer Trust Fund. All Alabama

Section 34-14A-15 Recovery fund. (a) The board may establish a Homeowners' Recovery Fund for
the purpose of consumer protection, consumer education, and consumer awareness. An aggrieved
homeowner may recover actual economic damages, not including interest and court costs, sustained
within the state as the direct result of conduct of a licensee in violation of this chapter
or the rules of the board from the Homeowners' Recovery Fund. Any payments from the Homeowners'
Recovery Fund shall be subject to the following limitations and conditions: (1) The Homeowners'
Recovery Fund shall make payments only to homeowners who file a complaint with the board pursuant
to the requirements of subsection (b) of Section 34-14A-8. (2) The Homeowners' Recovery Fund
shall not make payments based on consent judgments. (3) Failure of the homeowner to follow
any provisions of this chapter shall preclude payment from the Homeowners' Recovery Fund.

Section 45-37-81 District court - Treatment to Alternative Street Crime; Birmingham Division
Law Library Fund. (a) This section shall be operative only in Jefferson County. (b)(1) Notwithstanding
any special, local, or general law to the contrary, there is levied on all cases in district
court, an additional fee of seven dollars ($7) and in circuit court, an additional fee of
two dollars ($2). When collected by the clerk of the district court, five dollars ($5) of
the fee collected in each case shall be remitted monthly to the program director of the Treatment
to Alternative Street Crime (TASC), who shall deposit the funds in a special fund known as
the TASC Fund, and two dollars ($2) of the fee collected in each case in the district and

Section 40-14B-16 Vested premium tax credit - Amounts allowed. (a) The total amount of certified
capital for which premium tax credits may be allowed under this chapter for all years in which
premium tax credits are allowed is one hundred million dollars ($100,000,000). Notwithstanding
any provision of this chapter to the contrary, the granting of any credits against the insurance
premium tax shall not affect the insurance premium tax receipts of the Education Trust Fund
which is provided for in Act 93-679, 1993 Regular Session. (b) No premium tax credits can
