Section 24-10-7 Requirements for eligibility. (a) In order for a proposal to be an activity
eligible for support, the following minimum requirements must be met: (1) Beneficiaries of
the activity must be individuals or families whose annual income or incomes do not exceed
60 percent of the median family income of a geographic area, as determined by the U.S. Department
of Housing and Urban Development, with adjustments for smaller and larger families. (2) Housing
to be funded must meet minimum housing quality standards set forth by the U.S. Department
of Housing and Urban Development. (3) Housing to be funded must comply with the design standards
of the Americans with Disabilities Act. (4) Housing to be funded must meet the same requirements
for duration of affordability as set forth in the rules of ADECA for its HOME Investment Partnership

Section 24-10-8 Alabama Housing Trust Fund Advisory Committee - Composition; expenses; staff.
(a) There is created the Alabama Housing Trust Fund Advisory Committee for the purpose of
advising the Director of ADECA and staff of the department with respect to the Alabama Housing
Trust Fund. (b) The membership of the advisory committee shall be inclusive and reflect the
racial, gender, geographic, urban/rural and economic diversity of the state. The advisory
committee shall annually report to the Legislature by the second legislative day of each regular

Section 24-10-6 Purpose. The Alabama Affordable Housing Act is established for the following
purposes: (1) To increase the production of housing units and home ownership and to preserve
the supply of rental housing that is affordable to individuals and families with incomes at

Section 24-10-4 Alabama Affordable Housing Trust Fund. The Alabama Affordable Housing Trust
Fund is created in the State Treasury for the collection and distribution of designated funds

Section 41-23-253 Research and development enhancement grant program; fund. (a) The Director
of ADECA may establish and administer the research and development enhancement grant program
for the purpose of encouraging new and continuing efforts to conduct new or expanded research
and development activities within Alabama. By September 4, 2019, the director shall adopt

selected through a competitive process pursuant to rules adopted by the department with input
