Section 23-8-5 Program purposes; annual report. (a) The net tax proceeds allocated to
ALDOT in subsection (c) of Section 40-17-371 shall be used for the following program
purposes, and ALDOT shall annually report the results of the programs and itemize the specific
projects to the Permanent Joint Transportation Committee of the Alabama Legislature in compliance
with such procedures established by or for the committee: (1) Congestion Relief Program -
The purpose of this program is to add capacity to state, U.S., and Interstate routes in highly
congested areas of the state. ALDOT shall develop an assessment and prioritization plan to
allocate funds for congestion relief projects on the state's transportation infrastructure.

Alabama Transportation Safety Fund. There is hereby created the Alabama Transportation Safety
Fund in the State Treasury. All proceeds from the revenues designated to the fund less the
cost of collection authorized by law shall be deposited into the fund to be expended only
as provided in this article. The provisions of this article shall not be superseded, amended,
altered, violated, or overridden by any provision of the state General Fund appropriation
act or any other annual or supplemental appropriation act, administrative rule, inter-agency
transfer, or executive order or directive. The monies allocated to counties and municipalities
from the fund shall be in addition to and shall not diminish any other revenues allocated

Section 23-8-7 Alabama Transportation Rehabilitation and Improvement Program-II Committee.
(a) There is hereby created the Alabama Transportation Rehabilitation and Improvement Program-II
(ATRIP-II) Committee. The appointing authorities shall coordinate their appointments to assure
the committee membership is inclusive and reflects the racial, gender, geographic, urban,
rural, and economic diversity of the state. All members of the ATRIP-II Committee shall be
appointed within 30 days after March 12, 2019, and shall serve until a successor is named.

Section 29-2-4 Reporting requirements; powers and duties. (a) On or before January 31
of each year, any county or city required to report local motor fuel excise tax rate information
to the Department of Revenue pursuant to Act 1998-192 shall provide a similar report to the
transportation department regarding the total amount of local motor fuel excise tax revenues
collected by the county or city for the immediately preceding fiscal year and the total amount

Section 40-17-371 Cost of collection; distribution of tax proceeds. (a) The Alabama
Department of Revenue shall retain one-quarter of one percent (0.25%) of the tax proceeds,
less any refunds, from this additional excise tax on gasoline and diesel fuel for its cost
of collection. The department may adopt rules and such forms as may be necessary for the administration
of the excise tax provided for in this article. (b) Each month, prior to the remaining payments

Fund held by the state, to the local boards of education, the State Superintendent of Education
shall first set apart and distribute to the schools of each township the amount due from the
state thereto as interest on its sixteenth section fund, or other trust fund held by

allocated to the soil and water conservation districts by the commission shall be used only
to pay the costs of installing soil and water conservation practices of the types listed in
Section 9-8A-7. Soil and water conservation district supervisors shall designate which
soil and water conservation practices will be eligible for cost-share grants in their district,

Fund. (a) The Director of ADECA may establish and administer the broadband accessibility grant
program for the purpose of promoting the deployment and adoption of broadband Internet access
services to unserved areas. By June 26, 2018, the director shall adopt rules and policies
to administer the program and begin to accept applications for grants, and shall adopt such
rules as may be necessary to meet the future needs of the grant program. (b) The program shall
be administered pursuant to policies developed by ADECA in compliance with this article. The
