Section 41-10-45.3 Loans; maximum amount of project obligations; refinancing; investment of
funds. (a) The authority may provide loans to an eligible borrower to pay for all or part
of the eligible expenses of a qualifying project pursuant to a targeted county financing agreement.
A loan may have a maturity or maturities not exceeding 20 years from its date, may bear interest
or be interest free, may not exceed the maximum loan amount, and may contain terms not in
conflict with the provisions of this article, all as the governing body of the authority may
provide in the proceedings pursuant to which the loan is authorized to be issued. The authority
may provide, in its discretion, that the loan shall bear interest at a rate or rates fixed

Section 41-10-503 Sale of bonds. Bonds of the authority may be sold at such price or prices
and at such time or times as the board of directors of the authority may consider advantageous,
at public or private sale. If bonds are to be sold by competitive bid on sealed bids or at
public auction, the bonds may be sold only to the bidder whose bid reflects the lowest effective

bid requirement. Notwithstanding any other laws to the contrary, when it is necessary for
a county or an incorporated municipality to enter into a public contract for the provision

the furnishing of ancillary products or ancillary goods which would otherwise be required

Section 41-16-55 Effect of agreements or collusion among bidders in restraint of competition;
knowing participation in collusive agreement. Any agreement or collusion among bidders or
prospective bidders in restraint of freedom of competition, by agreement, to bid at a fixed
price or to refrain from bidding or otherwise shall render the bids of such bidders void and
shall cause such bidders to be disqualified from submitting further bids to the awarding authority
on future purchases. Whoever knowingly participates in a collusive agreement in violation

Section 22-34-11 Dedicated source of revenue to repay moneys; default; accounting standards.
(a) In order to provide for the funding of the loan by the authority for a project to the
public body, such public body shall establish a dedicated source of revenue to repay the moneys
