Section 17-11-41 Alabama Electronic Overseas Voting Advisory Committee. (a) The Alabama
Electronic Overseas Voting Advisory Committee is created to determine whether secure electronic
means may be established for conducting absentee voting for overseas voters and to advise
and assist the office of the Secretary of State in the establishment, testing, and implementation
of absentee overseas balloting by secure electronic means. (b) The membership of the committee

(a) The State Board of Education shall adopt rules regarding the administration of Palliative
and End of Life Individual Health Plans in the school setting; provided, however, the board
may not propose rules without approval from the task force created pursuant to Section
16-30B-6. For purposes of this subsection, approval requires an affirmative vote from at least
three-fifths of the task force members. The rules shall include, but are not limited to, the
contents of a plan and procedures for the execution and termination of a plan. The final rules
shall be certified to the Legislative Services Agency not later than June 1, 2019. (b) A Palliative

and Reimbursement Panel to advise in the development of and approve any state plan amendment
which involves hospital services or reimbursement to be submitted to the Centers for Medicare

Section 22-21-50 Proceedings to establish. (a) Any one or more local governing bodies
located in the same or contiguous counties, within a zone determined by the State Board of
Health as a zone for public hospitals, may act to establish a hospital association, a body
corporate and politic. Before taking action to establish a hospital association, each local
governing body involved shall give notice of the time, place and purpose of a public hearing
at which all residents and taxpayers of the local political subdivision shall be given an
opportunity to be heard. Such notice by the local governing body shall be given by publishing
or posting a notice at least 10 days preceding the day on which the hearing is to be held.
