Section 11-49A-1 Legislative findings and purpose. The legislature has found and determined and does hereby declare that in Class 3 municipalities the following conditions exist: (1) That the constant growth of private vehicular traffic in such counties in which such municipalities are located is placing excessive burdens upon the road systems and parking facilities, especially in commercial and industrial districts and in areas of high population density; (2) That the continued economic growth of such municipalities and the general health and welfare of the citizens of such counties require the availability of public facilities for mass transportation; and (3) That it is necessary and desirable and in the best interests of the citizens of such municipalities that provisions be made for the establishment in such counties of public corporations to provide public transportation service. (a) The Legislature hereby declares that the practice of dentistry and the practice of dental hygiene affect the public health, safety, and welfare and should be subject to regulation. Section 16-47-240 Alabama Rural Hospital Resource Center. (a) The University of Alabama at Birmingham shall establish the Alabama Rural Hospital Resource Center. (b) The purpose of the resource center is to facilitate access to high quality care for rural Alabamians and improve their health by increasing the viability and capabilities of eligible hospitals at no or minimal cost to those hospitals. (a) The Legislature hereby finds and declares that the application of prescribed burning is a landowner property right and a land management tool that benefits the safety of the public, the environment, the natural resources, and the economy of Alabama. It shall be the duty of the committee to review applications and recommend for approval any community services grants made from any funds appropriated to the State Executive Commission on Community Services Grants by the Legislature for the purpose of awarding community services grants.
