Section 41-23-23 Applications; selection of zones; Enterprise Zone Advisory Council. Selection of zones and the general guidelines for implementation of the provisions of this article shall be as follows: (1) The Alabama Department of Economic and Community Affairs shall see that all applications are processed as follows: a. The state or any governmental entity in the proposed area may submit an application for zone designation. b. Each application should provide a statement of incentives being offered by the governmental entities, such as: 1. Regulatory relief or waiver; 2. Services provided; 3. Tax incentives; 4. Other nontax incentives. c. It is contemplated that state, county and/or municipal governments may devise an innovative package of local incentives in their respective jurisdictions and aggressively pursue zone designation.
