Section 34-24-531 Powers and duties of the interstate commission. The interstate commission
shall have the duty and power to do all of the following: (a) Oversee and maintain the administration
of the compact. (b) Promulgate rules which shall be binding to the extent and in the manner
provided for in the compact. (c) Issue, upon the request of a member state or member board,
advisory opinions concerning the meaning or interpretation of the compact, its bylaws, rules,
and actions. (d) Enforce compliance with compact provisions, the rules promulgated by the
interstate commission, and the bylaws, using all necessary and proper means, including, but

Section 14-8-44 Construction of article generally; effect of article upon existing programs
operating or functioning pursuant to local law. The provisions of this article are cumulative
and shall not be construed to repeal or supersede any laws not directly inconsistent herewith.

Section 27-21A-23 Statutory construction and relationship to other laws. (a) Except as otherwise
provided in this chapter, provisions of the insurance law and provisions of health care service
plan laws shall not be applicable to any health maintenance organization granted a certificate
of authority under this chapter. This provision shall not apply to an insurer or health care
service plan licensed and regulated pursuant to the insurance law or the health care service

an exercise of the police power of the State of Alabama for the protection of the public welfare,
health, peace and morals of the people of the state and to prohibit forever the open saloon,
