Section 22-21-263 New institutional health services subject to review. (a) All new institutional
health services which are subject to this article and which are proposed to be offered or
developed within the state shall be subject to review under this article. No institutional
health services which are subject to this article shall be permitted which are inconsistent
with the State Health Plan. For the purposes of this article, new institutional health services
shall include any of the following: (1) The construction, development, acquisition through
lease or purchase, or other establishment of a new health care facility or health maintenance

Section 23-1-301 Definitions. When used in this article, the following words and phrases
shall have the following respective meanings unless the context clearly indicates otherwise:
(1) AUTHORITY. The Alabama Federal Aid Highway Finance Authority, a public corporation and

Section 33-2-39 Disposition of proceeds from sale of bonds. The proceeds from the sale
of any of the bonds shall be paid into the state treasury and kept by the State Treasurer
in a separate account and paid over to the secretary-treasurer of the department from time
to time in such amounts as shall be directed by the Governor and the money so paid over to
the secretary-treasurer of the department shall be held and used only for the accomplishment
of the purposes of this article, and specifically for payment of the cost of acquiring, by

Section 40-17-361 Disposition of diesel proceeds. (a) The proceeds of the thirteen cents
($.13) diesel excise tax imposed by this article, when collected, shall be applied as follows:

Section 16-16-10 Disposition of proceeds of bonds. (a) The proceeds of all bonds, other
than refunding bonds, issued by the authority remaining after paying expenses of their issuance
shall be deposited in the State Treasury and shall be carried in the State Treasury in a special
