With regard to the collection of solid wastes, the health department shall exercise such supervision over equipment, methodology, and personnel in the management of solid wastes as may be necessary to enforce sanitary requirements, and the state and county boards of health may adopt such rules and regulations as may be needed to specify methodology and procedures to meet the requirements of this article. (a) No later than October 15, 2009, the department shall establish, by rule, a goal for the percentage, on a statewide basis only, of the reduction in the amount of household and commercial solid waste and the time frames for that reduction. (a) In addition to any other provision of law or any rule or regulation by the state or federal government or local government in Limestone County, and specifically Chapter 27, Title 22, as amended, relating to the regulation, operation, or location of any privately-owned or controlled regional landfill for solid waste, the Limestone County Commission shall provide for a referendum on the question of the location, acceptance, or operation of such privately owned or controlled regional landfill for solid waste after the public hearing thereon.
