Section 27-52-2 Authority. The plan shall have the general powers and authority granted under
the laws of this state to health insurers and in addition thereto, the specific authority
to do all of the following: (1) Enter into contracts as are necessary or proper to carry out
the provisions and purposes of this article, including the authority, with the approval of
the commissioner, to enter into contracts with similar plans of other states for the joint
performance of common administrative functions, or with persons or other organizations for
the performance of administrative functions. (2) Sue or be sued, including taking any legal

Section 27-60-2 Interstate Insurance Product Regulation Compact. The State of Alabama hereby
agrees to the following interstate compact known as the Interstate Insurance Product Regulation
Compact: ARTICLE I. PURPOSES. The purposes of this compact are, through means of joint and

Compact. The Emergency Medical Services Personnel Licensure Interstate Compact is hereby enacted
into law and entered into with all other jurisdictions legally joining therein in form substantially
as follows: SECTION 1. PURPOSE In order to protect the public through verification of competency
and ensure accountability for patient care related activities all states license emergency
medical services (EMS) personnel, such as emergency medical technicians (EMTs), advanced EMTs
and paramedics. This Compact is intended to facilitate the day to day movement of EMS personnel
across state boundaries in the performance of their EMS duties as assigned by an appropriate
authority and authorize state EMS offices to afford immediate legal recognition to EMS personnel

contained herein. The level of services during transition shall not be below the level of

Section 22-4-11 Preparation, adoption, etc., of preliminary state health plan generally; provision
in plan for visual care. The State Board of Health, with the advice and consultation of the
Statewide Health Coordinating Council, is hereby authorized and empowered to prepare, review
and revise as necessary a preliminary state health plan which shall be made up of the health
systems plans of the health systems agencies within the state. The state agency may make revisions
of the health systems plans to achieve appropriate coordination or to deal more effectively
with statewide health needs. The preliminary state health plan shall be submitted to the statewide

Section 22-12A-6 Use of funds generally. Available funds will be expended in each geographic
area based on provisions within the plan developed in accordance with Section 22-12A-3. Funds
when available will be used to support medical care and transportation for women and infants
at high risk for infant mortality or major handicapping conditions who are unable to pay for

Section 22-4-13 Preparation, review, and revision of State Medical Facilities Plan. Upon the
adoption of federal regulations pursuant to Title XVI of the Public Health Service Act, the
