time adopt ordinances and resolutions not inconsistent with the laws of the state to carry
into effect or discharge the powers and duties conferred by the applicable provisions of this

health, promote the prosperity, and improve the morals, order, comfort, and convenience of

Section 11-43B-28 Powers generally. (a) The municipality shall have all powers granted to municipal
corporations and to cities by the Constitution, code and laws of this state, together with
all the implied powers necessary to carry out and execute all the powers granted, as well
as any other powers and duties which may heretofore or hereafter be granted to such municipality
and which are not inconsistent with this chapter. (b) The city may acquire property within
or without its corporate limits for any purpose, in fee simple or any lesser interest or estate,

Section 11-89C-1 Legislative findings and intent. (a) The Legislature finds and declares that
it is in the public interest and the health, safety, and welfare of the citizens of this state
and within the police power of the state, county, and municipal governments to promote effective
and efficient compliance with federal and state laws, rules, regulations, and permits relating
