Section 34-8A-2 Definitions. For the purposes of this chapter, unless the context requires otherwise, the following words and phrases shall have the respective meanings ascribed by this section: (1) ASSOCIATE LICENSED COUNSELOR. Any person that has been licensed by the board to offer counseling services as defined in this section while under the supervision of a board approved supervisor. (2) BOARD. The Alabama Board of Examiners in Counseling. (3) COUNSELING SERVICES. Those acts and behaviors coming within the private practice of counseling. (4) LICENSED PROFESSIONAL COUNSELOR. Section 45-49-91.11 Contracting powers; finances. The board may contract with county or city planners, engineers, architects, attorneys, and other public or private consultants and with any local, regional, state, or federal agency for the services as it may require. The board may cooperate with and accept funds from federal, state, and local public or semipublic agencies, private individuals, or corporations, and may expend funds, and may carry out cooperative undertakings and contracts for planning studies necessary in the performance of its duties. (a) The Secretary of State shall be the primary state official for federal contact for the implementation of the National Voter Registration Act of 1993 and the Help America Vote Act of 2002.
