Section 45-49-101.06 Transfer of responsibility for payment of fine. (a) The owner may not be responsible for payment of the civil fine resulting from a notice of violation if each of the following conditions apply: (1) The vehicle was operated at the time of the violation by a person who was not the owner, or an agent or employee of the owner. (2) The owner signs and timely transmits to the county or municipality, on the form provided with the notice of violation and in accordance with the procedure set out on the notice of violation, a statement that he or she was not operating the vehicle at the time of the violation, and that the person who was operating the vehicle was not the agent or employee of the owner. Section 7-3-309 Enforcement of lost, destroyed, or stolen instrument. (a) No person shall manufacture or sell a commercial feed in this state, unless he or she has filed with the commissioner on forms provided by the commissioner, his or her name, place of business, and location of each manufacturing facility from which feed may be shipped within or into this state. (a) Except as otherwise provided in this section, the Treasurer, within three years after the receipt of abandoned property, shall sell it to the highest bidder at public sale.
